Ritsumeikan University--Biwako Kusatsu Campus
Biwako Kusatsu Campus was established at Kusatsu in 1994 as the 2nd Campus of Ritsumeikan University. The research and education at Biwako Kusatsu Campus have emphasized collaboration of high-technology and social science since its early stage. It is the largest campus of Ritsumeikan University and has research facilities of various kinds for state-of-the-art technology.

From Kansai International Airport (KIX) to Ritsumeikan University Biwako-Kusatsu Campus (BKC)
The campus' nearest train station is JR Line's Minami-Kusatsu station (南草津), about 18 to 21 minutes from Kyoto station. Both Special Rapid and Local trains stop at Minami-Kusatsu station.
So, you should get to Kyoto station first. From Kansai Airport (KIX) to Kyoto station, you can use train (JR line) or limousine bus. You should buy a train ticket from Kansai Airport to Minami-Kusatsu (Express tickets for the Haruka trains are sold separately).
